Dr. Mohamed Ezz El-Din Mahmoud is a senior expert in Healthcare Governance, Health Economics, and Management, with extensive leadership experience in institutional development, quality management, internal control, and financial and organisational governance across Egypt’s healthcare system.
He currently serves as Head of the Central Administration for Institutional Support Services at the General Authority for Healthcare Accreditation and Regulation (GAHAR), where he leads national initiatives to strengthen governance frameworks and enhance institutional performance at GAHAR.
Dr. Mahmoud holds an MBA in Financial Management (with distinction) from the Arab Academy for Science, Technology and Maritime Transport, a Total Quality Management Diploma in Healthcare Services from the American University in Cairo, and a Bachelor’s degree in Arts and Translation (English) from Cairo University.
Dr. Mohamed has also completed advanced training programs in Health Economics- World Bank, Corporate Governance, Digital Governance, and Anti-Corruption, reflecting his commitment to continuous professional development and excellence in public sector leadership. He is a Certified Trainer accredited by the National Council for Education and Training and the National Training Institute – Princess Fatma Training Center, Ministry of Health and Population. Throughout his professional career, he has received numerous letters of appreciation from national institutions in recognition of his outstanding contributions to capacity building, institutional reform, and professional training.
Over more than two decades of public service, Dr. Mahmoud has held key leadership positions, including General Administration Consultant in the Health Regions Affairs Sector at the Ministry of Health and Population, Director General of Financial and Administrative Inspection at the Minister’s Office, and Director of Financial Affairs and Health Economics at Egyptians for Healthcare Services Company — where he supervised the feasibility study for Egypt’s first international medical city, a project valued at EGP 30 billion.
Dr. Mohamed has played a central role in advancing governance reform and institutional oversight, chairing several national committees for healthcare evaluation, auditing, procurement review, and hospital performance assessment. He also served as Liaison Officer with the World Health Organization (WHO) on National Health Accounts and as a member of Egypt’s first Anti-Corruption Committee at the Ministry of Health.
In parallel with his administrative leadership, Dr. Mohamed is an experienced lecturer and professional trainer at several distinguished teaching and training organisations. He teaches Healthcare Governance at the Sadat Academy for Management Sciences and Internal Control at the Arab Academy for Science, Technology and Maritime Transport. His teaching and training focus on empowering healthcare leaders with the principles of good governance, transparency, and accountability to promote institutional excellence and strengthen health system performance.
